Freewheel issue???

I have a Pride Celebrity-X that seems to have power as far as lights and horn but no movement forward or back. I have new batteries. The lever is not on free-wheeling and all connections seem to be intact. I have even taken this apart and looked around for a loose wire or perhaps some idea to pop into my head and nothing! What else could be wrong?? The LED display w/flashing error light blinks 9 times.

I had this problem with old Celebrity '99 and still running today. Pull key and it would stop real fast. Sorry don't remember the cure for it right now.
